"Local Area Connection" Doesn't Have a valid IP Configuration

Ok, I have spent like a whole week trying to search a solution for this problem but nothing have worked so far.

I am currently using my universities Wifi and LAN.

The wifi is working fine but 2 weeks ago when I connected the LAN cable to a LAN port in my
Universities class room It shows "No Internet Access" and after troubleshooting the above message appeared "Local area connection" doesn't have a valid IP configuration.
I request You to post any solution to this problem
I have done the following things

1. uninstalled and reinstalled my ethernet driver

2. I have tried flush dns,renew and all sorts of commands

3. I have disabled ipv6 in the driver properties

4. And when I had no other option I reinstalled my windows 7 Ultimate

5. and again clean installed it

6. and again installed it from a bootable drive after formatting the C Drive

Solution
you are not being assigned an IP address by their DHCP server, which is why windows is auto configuring you to the 169.x.x.x address.

Contact your universities IT department and see if it is denying DHCP service to your MAC address on purpose, or if they need to restart something on their side. They may have blocked you based on traffic, or require you to register your machine to connect it to their LAN.

Either way, the Universities IT department is who you want to speak to. You need a valid IP address to operate on their network, if you aren't being assigned one you need them to figure it out or you need to know a valid address to use, along with the gateway and DNS servers addresses to use(which if you are blocked still won't work)
