How to create wireless network from scratch, dell Inspiron 530s with basic modem

Can I make my 7 year old Dell Inspiron 530s with Vista 32bit ,which has only an old Modem with an ethernet plug, wireless capable? Already tried a USB WiFi adapter... would not work. So...
Do I need to install a pci WiFi card... And will that do it? I use my cell phone as a wireless modem for my tablet and laptops and they work fine, of course they were already WiFi capable!

That's exactly what I thought! However each time I did a restart I got different acknowledgments from Windows Vista it's like it was missing something. I used a Netgear... Tried everything I could think of to install, reinstall, roll back the driver and still got nothing. That being considered, went into network setup and it simply would not recognize my modem(the wireless one I use for all else). Is there another brand that might be easier to figure out?

So... Got ANOTHER brand - Belkin, it installs fine... BUT NO WIRELESS networks showing up. None. Even though my laptop, sitting next to the desktop, shows MANY, including mine, using same phone as network. Hmmm... Is this typical Dell or what! Been onto Dell support... No help at all.
