Optical drives getting annoyingly loud

My new PC I recently built is not the most silent out there, and that is due to this one case fan and my optical drives. When I unplug that case fan I hear that the optical drives make the most noise (there are 2 BTW) even when empty. They are pretty new I got them last week and the brand was Asus, so I thought they would be pretty silent, but guess not. Any recommendations on new ones or fixes?
 
Optical drives should not make any noise at all unless you have a disc in there that is under use. Even when not in use, if you have a disc in there, Windows can spin it up in preparation for use depending on how often you use it (Windows "learns" priorities on programs and where they are located).

Do your drives have discs in them? If not there is no reason why they'd be making noise since they are not spinning anything and they have no cooling fans of their own. Are you sure you've pinpointed where the noise is coming from?

First of all, they work fine.p, but it sounds sort of like something is broken. When I open the top one sometimes it make a noise sort of like the FSHHHHHHH of an air canister and the bottom one and top sound like shaking and scratching.

No, these aren't hard drive noises, the HDD makes its regular noises. My reply to 10tacle contains info on the sounds.
