Starting to get into PC gaming I have noticed a lot more freedom to games, unfortunately there is always a but... While having a 100KB/s internet connection, taking AGES to download any game on my unlimited broadband at home, I am in a position near to not be able to download any new games on my PC. This includes games like GTA5 (being around 60GB download) where I want to play with friends so steam will have to be complete yes... So yesterday I thought about it and an idea of downloading games (not pre-cracked) from third party websites on my phone (where I have an unlimited data-plan), transfer the games to my computer, placing them in the correct place and launching them as-if they were purchased&downloaded directly from steam, allowing steam to download all the updates if need be.
Long story short:
1)I buy a game on Steam, DON'T DOWNLOAD IT
2)Download a game on my phone through my phone (third-party website)
3)Place the game into Steam folders, making Steam think it's been downloaded from the servers
4)Update the game and run it

Will this work & be LEGAL?

Thanks for any replies and thoughts,

Solution
Another option is to get an external HDD and simply log into one of their rigs, specify where you want the games to download, and download them to the HDD.
Once you are back home you can specify the HDD and all the games will be there.
No it wont work or be legal. Even though you have a legit copy of the game, those files are not legal versions. Your phone also wouldnt store the data for the game.
However, look up mobile hotspot tethering. My friend does this in his dorm since his unlimited 4G is faster than the Wifi.
Essentially you use your phone as a wifi card (you use the 4g network) and it transmit data via the usb cable.
Doing such you can download everything via steam, have faster overall connection, and wont lag in game.

Quite annoyingly I do have a 8GB tethering limit per month, which I manage to use in a weeks time anyway. Looking at it this way from what you've answered my only hope is to use my home broadband or/and tethering?

Ah! Now, that is a thought, having a couple of friends own and play a lot of games on steam might provide me with an excellent chance of getting backups, thanks

Yeah, meaning “100KB/s” I meant my actual broadband bandwith, which totally sucks I just hope they get the area fixed soon for internet speeds,I’m waiting for that moment for over 4 years now...
