Cpu Over Voltage Error

So recently my PC has just been shutting off at random times after a little while of it being on. It would shortly after re-power and it would say "Power Supply Surges Detected, System Shut Off to Prevent something something.." this morning I tried to turn on my PC and it brought me straight to an error screen that said "CPU Over Voltage Error Press F1 To Enter Setup" I pressed F1 a couple of times, and nothing would happen. Decided to force shut off the computer and turn it on again. It then continued to launch straight into Windows with no errors or warnings. I'm thinking my PSU is going bad (hopefully), but after looking around it seems as if it's the motherboard or CPU that may be going bad. Does anyone have anything I could do to diagnose this?

Update: I've noticed my PC is responding noticeably slower.
 
Solution
Since the CPU's VRM is powered by the PSU, I would not be too surprised if surges from the PSU were getting through the VRM and caused voltage anomalies on the CPU supply voltage.

When I had Anti-Surge messages on my PC two years ago, it turned out it was simply my case's PSU air filter that got clogged.

That's not a "CPU over-voltage error", that's ASUS Anti-Surge complaining that your PSU appears to be having problems staying within specs.

Sometimes Anti-Surge is too sensitive and trips while the PSU is still perfectly fine. In those cases, you can simply disable it in the BIOS.

Usually though, Anti-Surge tripping means something is causing your PSU to surge. That's either due to a failing PSU, a bad VRM on the motherboard or a GPU causing excessive noise on the 12V rail.

That may explain the Anti-Surge error, but I turned on my PC today and it actually said "Cpu Over-Voltage Error"..
