GPU fans spinning but PC won't load windows.

My PC will turn on and get past the motherboard screen but will turn black afterwards when my GPU is connected via PCIE. However whenever the GPU isn't connected my PC runs normally. What concerns me is that the fans still spin. Is this a Driver problem? Any help would be appreciated. If you need more details I can give them.
 
Is this a new GPU you have installed in your system or did the problem occur suddenly? Would you mind posting your system specs?

If it is a new GPU then my first guess is you need to update your motherboard's BIOS. If not then lets see the rest of your specs to pin point whats happening.

My specs are

Motherboard:MSI Z97 PC mate
CPU:I3-4150
GPU:R9-270x
HDD:1TB drive
PSU:EVGA 500w 80+ bronze
Ram:2x8 A-Data
I've had all of the parts for 11 months except for the HDD. The other day I came home and my jumped on Rainbow Six and the screen became one dim color with multiple white vertical lines but I could still hear sound going on in game and I had to restart my PC.
I tried other games like BFBC2 but the same problem arises.
After a few tries My PC won't even get past The splash screen, My GPU fans are spinning and it feels at a cool temperature but there are two vertical strips of artifacting visible. I tried logging into safe mode but that crashed as well. My PC runs just fine when my GPU is not connected via PCIE.
