After reformat games and computer run slow

After I reformated my second had drive I ran into this issue where my programs and Games started to run slow. I then play a game that i had on my ssd which again still had the same issue. An example would be me getting 145 frames in csgo but now i get around 45 or 50.
PC specs:

  • AMD FX-6300 3.5GHz 6-Core Processor
    MSI 970 GAMING ATX AM3+ Motherboard
    A-Data XPG V1.0 8GB (2 x 4GB) DDR3-1600 Memory
    Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
    XFX Radeon R9 280 3GB Double Dissipation Video Card
    Corsair CSM 650W 80+ Gold Certified Semi-Modular ATX Power Supply
Pc is fairly new, had it over a year now. I checked my cpu but it shows that it gets about 1400 Mhz. My friend told me that is wasnt normal and to get it checked out. It also could be the power supply please let me know. Thank you.

At load it should run at full speed, not only at 1400 MHz. If the speed doesn't increase and the thermal margins are positive in AOD, then check the slow boot switch on the motherboard and make sure it's OFF (though it should force the CPU to run at 1400 MHz only during POST). In a game of Counter Strike it was about 28C. With 60-70% usage. Also all six cores maxed out at 1409MHz with a max of 45.8W.
