No, it is Second gen (pci 2.0) But since it is x16 then there wont be any performance difference with 3.0 at all

Also about your title's question yes the FPs difference is significant but If I were you I would wait for The next gen 960 which will have better memory configuration and Gb's

So... Do u know when it comes? And is 550W power supply enought or do i need to buy better power supply? And sorry for these many questions, but i dont know do i have enought space for GTX 960.

If it is a good quality PSU then 550w will be plenty
The will probably come in Summer or after summer at worst
The 960 is PCI 3rd Gen but it supports PCI 2.0 too and since your's is PCI 2.0 X16 the performance will be the same
