Pretty much not.
The only other thing you could do is create what we call a Ram drive or a scratch drive on your computer.
That would speed up loading times of GTA V.
But to create one you need lot`s of physical ram fitted to your system.
Minimum about 16Gb of main system memory, and more is better for running a ram drive or a scratch drive.

Short of that the other option is to use a SSHD type hard drive, often slightly cheaper in cost than an SSD drive.
But faster than a standard Mechanical based HD at loading files. link bellow to one.
