PC won't boot, no post, mb power light is on, all fans turn a fraction, then nothing.

PC just turned off after 3 years of normal perfect operation. Push power button, all case, gpu, cpu fans spin a fraction of a spin, then nothing. Display on mb not lit up. Replaced power supply with a new one, exact same results. Tried with 1 stick ram, removed CMOS battery, tried jump starting from power switch pins, double checked all connections from ps to mb.
Have gigabyte z77-ud3h, i5 3550k, cooler master evo, nvidia 670ti, and seasonic 750X gold, 2 4g sticks of vengeance ram.

Had a lightning storm 3 days before pc death, could that have affected mb 3 days later? Nothing noticeable happened during storm to pc while gaming.

Remove the ram & GPU. Disconnect all drives, usb devices (except keybd), fans (except cpu). Connect the display to the intel built in graphics and then power on. With nothing connected but the cpu,cpu fan, PSU and display you should get an error indication that there is no ram on the 7segment displays.
If you don't get an error then power back off and remove the motherbd from the case; leaving the psu attached.

Still no error - its time to get a new motherbd or processor. Motherbd would be my first bet.

New power supply, paper clip tested, works. New mobo, was so hoping that was the problem. Got everything installed with new mb, psu, etc same exact problem. Unplug everything except for switches to case, cpu, hsf (and even eventually disconnected hsf) same deal. Fans turn slightly just a fraction of a turn, the nothing. Now I've ordered a new cpu. There are no other options left, nothing else I could possibly take off the board to attempt a boot. *sadface*

Turns out I had a front panel case fan wire cut and grounded against the case, which shorted out the power supply (mostly). After repeated attempts to power, the wire eventually caught fire! Disconnected the wire from EVERYTHING, installed new power supply, and all is well. Time for a new case soon.
