how to remove write protect from a 3.0 flash drive(you haven't seen this before)

so i have a 16GB 3.0 Kingston (Datatraveler 100 G3 ), i extracted windows 8.1 to it to install the windows on my laptop, half way through the installation it froze ,no progress at all . so i thought the flash drive was moved or something so powers of the machine and restart the process with no luck. when i couldn't format it because it told me there was a write protection, i told myself piece of cake. opened diskpart and clear the write protect and still couldn't format it, so i went to the registry and couldn't find a write protect register (searched the web and found some ways none of them worked) i kept trying to fix it in windows, Kali linux even puppy linux. i plugged it in other machines with no luck, the write protection was still there. so i thought the flash drive was broken or something.
Why am i telling you this?
because recently i tried to install windows from another flash drive and i face the same problem, the write protect was set and i can't remove it. it's unlikely that both of them are broken.

So did anyone face this problem or do you know how to fix it?
