Mobo with +12v 8-pin and 4-pin, should i connect both of them?

My board has 1 8-pin connector and a 4-pin... should i connect only the 8-pin or i can connect and the 4-pin together?

The 8 in is cpu power.
The 4 pin could be extra power on the 20 pin (making it 24pin) or it could be dedicated extra 12v power for the pcie gpu slots.
