Extremely hot CPU on low useage

It doesn't matter what program I'm running wither it be as simple as Google Chrome or Spotify to highly demanding games my CPU manages to reach over 80 degrees Celsius. I honestly have no idea what's wrong with my CPU - it makes running any game extremely choppy.

At idle, I would expect any cooler to be 10-15c. over ambient.

If you are using the stock cooler, check to see if all 4 pushpins are through the motherboard and locked.
If you nudge the cooler, there should be no wiggle.
