You won't need the Artic Silver. The cooler comes with paste already applied. With that budget and a liquid cooler, don't you want to go with a Z170 board and an i7 6700K in case you change your mind and want to overclock in the future? Even if you don't OC, the base frequency is much higher. The Ripjaws V 2400 is actually cheaper.

It has a better CPU and PSU. The 6700 comes with a heatsink, but the 6700k does not. Sometimes people buy a heatsink with the 6600 because it's quieter than the Intel heatsink, but the H60 liquid cooler in probably not much quieter. Do you want a liquid cooler because of the way it looks in a windowed case?
