Why is my built PC slow-ish?

I have a Asus z97-e/usb 3.1 mobo, 750 gold power supply, a 1 TB hard drive, a 240 gb SSD and a 2 x 8 gb RAM but whenever I open for example google it takes like 3 - 4 seconds to open while from what I've seen others open in like less than a second yet they have almost the same parts as mine. I think all my drives are in partition.(How can you tell if they are in partition). Any suggestions? Is there anything else that affects my PC's performance? How can I boost it up? Sorry for the dumb questions, Its my first time

So the trim was already enabled, the ssd had only 688MB out of 240 gb and I,ll do the powered on thing tonight, but could that be the problem?

if you meant 688MB Free then yes thats a big problem. You want at least 10GB free for the drives internal workings, like reallocating space, garbage collecting...) while 20 would be preferred (Research over-provisioning) SSD's take a big hit in performance when they get full usually.

If you have programs/games installed to your HDD and the drive is not a 'Green" drive then:
go into control panel>System> Power> 'Change plan settings' for the current plan > Advanced - and then set the 'turn off Harddisk' to never.

No what I mean t is the SSD is only using 688 MB out of 240 GB

What do you mean I have nothing installed? I have steam
