Do I HAVE to downgrade?

Hello

I recently changed my PSU because of a problem that lead my computer to crashing whenever something such as a game would run, but i have now discovered a new problem. My computer does not crash anymore when I play a game, but rather gets frame-drops every thirty-ish seconds that last around three seconds in games that shouldn't be having this problem (such as CS:GO). I heard that having a newer graphics card may be the biggest factor to this problem.

My main specs are:
Intel Core i7-4790k
NVIDIA GeForce GTX 960
(Running Windows 10)

I Have tried a couple fixes and none of them have completely gotten rid of the problem while the best thing that happened from trying them only resulted in reducing the drops and not completely fixing them. As stated earlier I heard that downgrading from the newer card I have may be the fix, but is this true?

Any advice or recommendations would be great,
Thanks.

I never really had a problem with the temperatures, it was the overall quality of the PSU that made me crash

what are max temps under load? for both cpu and gpu.

also i suggest running your hard drive manufacturer's health tool

and running memtest on your ram

I ran memtest and nothing was found. But my temperatures are on the higher side...

(All in Celsius and are the max registered temps using "Open Hardware Monitor")
CPU #1 = 93
CPU #2 = 98
CPU #3 = 97
CPU #4 = 95
CPU Package = 98
GPU = 74

Note while I was running the program I was downloading large files and running large applications to try to get higher temps and I also took William Henrickson's advice and turned off the Windows 10 DVR which DID reduce the stuttering. I have also not ran the health tool yet.

this is the cause of your issues

the cpu is temp throttling trying to save itself from cookin

you might need to re-mount the cpu cooler properly

and make sure the fans are spinning
