Hello! My CPU (i7-4700MQ) as advertised says that it can reach up to 3.4 GHz. When I read up on it, it turns out that my initial power output is 2.4 GHz for my CPU. So, my question is, how do I reach that 3.4 GHz. Thank you for your time.
Games not need a certain frequency, they need a certain amount of throughput. Not all CPU designs are created equal - for instance, a 5GHZ FX CPU may perform similarly in games to a 3.2ghz Core i3.

It does it automatically depending on no of cpu cores in use (load) and temps.
Your cpu cannot reach 3.4 gig on all four cores, the battery would be flat in 20 minutes and the machine would catch fire.
Would I be able to run a game that at minimum requires 3.1 GHz of processor speed, or would that put too much strain on my system?
Turbo boost is handled automatically. It will turbo up to max frequency for demanding tasks, and if your CPU gets starts getting too hot, or drawing too much power, it will reduce the turbo/downclock. Your CPU frequency isn't something you really need to worry about, and is mostly out of your control anyway.
