Nvidia Drivers Failing to Install

i have a EVGA gtx 780, and recently its been having some problems (at least i think it is the fault of the gpu) a few days ago, my screen would be bombarded with blue pixels, mostly noticeable on dark parts of the screen. i cleaned my gpu a bit and that seemed to go away, but now instead of blue pixels, its blue streaks; however they are no where near as noticeable - i can live with them. during my process to find out why these blue pixels (and sometimes no display at all) were there, i also installed drivers that are like over a month old in order to see whether that was where the problem lied, i dont think that was the issue. but my issue now is that when i attempt to play games, the games are either laggy or they are unable to start at all (https://gyazo.com/a433e49898f95655bbd08a276d2b293a). the only logical solution to me is to update to the latest drivers, but when i do install the newest drivers (via geforce experience) and reset my pc, the drivers dont seem to be installed, as the same issues are still there and geforce experience thinks i havent installed the drivers (https://gyazo.com/715df8672d570640e5b04d25aa548f5b). im really stuck guys, no idea what to do :(.

PS. i think the computer isnt recognising/utilising my gpu, which is weird because ive turned the onboard gpu off in the bios, and the hdmi cable is connected to the gpu :/.

ive just checked my device manager, the gpu has a hazard next to it and comes up as "error 43", i looked up solutions to this error and one solution was to uninstall the gpu (right click > uninstall), this seemed to be pretty naive of me, as the gpu doesnt display anything at all anymore, im currently running my pc on a backup crappy gpu as i am unable to run it via onboard graphics even though i turned them on in the bios, (i7 3770). is there any way i can install the gpu again?
