Problems Steaming cpu or graphics or internet???

Hi Guys,

i've spent the last week going from forum to forum and i cant seem to get a definitive answer for my problem.

I built a budget computer with the intention to stream/record gameplay from my ps4, it will not be used at all for gaming as im a console gamer. The specs are bellow

Gigabyte F2A88XM-HD3 FM2+ mATX Motherboard
AMD athlon 860k cpu (over clocked to 4.4hz)
g.skill 16g ram
2gb nividia gtx 750ti grapgics card
windows 7 64 bit os

I record my ps4 though an elgato hd60 capture card and its strugling to render at 30fps at 720p when i stream.

my internet conection is 115mbps down but only 2.4mbps up

my question is, is my cpu to weak to handle streaming/recording or is it the graphics card that does this?
or could it be that my internet it just not good enough and its stopping both of them from performing to there full potential? I dont know if thats even possible?

Theres not much i can do to increase the up speed because in australia (that where im from) we have capped up speed which make any internet up speed max 2.5-3 mbps

from what i can find online 2.4 should be sufficient for 720p on twitch so im thinking that its my cpu. Im considering changing the mobo and cpu to an intel i5 but dont want to do this if its the internet/grapics coursing the issue.

so i got that message of "low bandwidth" once but mostly i get the message of "cannot render at 30 fps" so does that mean its a cpu issue then? or is it the grapgics card that renders? sorry if thats a silly question im very new to the pc scene. long time user first time builder

Try to run Hardware Monitor (google for HWMonitor) and have it visible on screen. Among the information it displays is the loads of CPU and GPU. Check what's hitting 100% when you get the "cannot render" message. This should identify where the bottleneck comes from. I have to say that I would expect this machine to be able to render at 720p at 30 fps without problems though.
The link I gave you above also offers suggestions on what to change if you get the message you're mentioning. Have you tried the settings they recommend? It might just be the settings.

Elgato mentions that for streaming with the HD60 you need an i7:

"To use Stream Command:

• 2nd generation Intel Core i7 CPU (i7-2xxx or comparable), 2 Ghz or higher, before Turbo Boost"

so the cpu is maxing out not the graphics but only when im trying to render at 60fps i can run max quality on 30fps but my upload is so slow i cant play and stream so biggest problem atm is the internet so ill try sort that out
 


You can stream ok at 480p at 30fps with such upload, around 1500 - 2000bit rate will make it look crisp while not maxing out your upload, though Im going by only you on the connection. My brother streams at 480p at 1000 bitrate, although not great, but you can read and still enjoy the stream, his upload is 1.2mbps maybe peaks a bit high at times.

If your CPU is being pegged out while streaming which Im sure it will with the AMD quad core, Use Shadowplay or in OBS or Xsplit use NVENC Encoding which will put the load on the graphics card, but you'll only lose maybe 10% of the performance of the 750ti, hell most games you wont even notice a performance hit at all with NVENC.

OBS or Xsplit with NVENC you can still use overlays or anything you want, The Shadowplay program uses NVENC but Shadowplay is vary limited on what you can do currently, You may have to disable Shadowplay to off (flip that big switch on the software) before OBS works properly with it, at least I had to with my brother GTX 760 with an older driver or OBS would freeze.
