Please Help. New Laptop busted after failed partition attempt

I asked a friend to partition a newly bought laptop but he ended up bricking it. The OS is windows 10. The blue screen shows up with the message:

RECOVERY

Your pc/device needs to be repaired

A required device isnt connected or cant be accessed.

Error code: 0xc0000225

Youll need to use recovery tools. If you dont have any installation media (like a disc or USB device), contact your PC/Device manufacturer

Press enter to try again (goes back to this message)
Press f8 for start up settings (nothing happens)
Press esc for UEFI firmware settings(new message appears)

this is the message when I press Escape:

It just goes back to the first blue screen whenever he tries any of the above.
What do you suggest should I do? Thank you

do you have a backup/system image? or installation disk/usb?

p.s i dont believe it is "bricked" :)

Some makers have a hidden partition with the factory image of the operating system etc if it does not have one they will sell you the recovery disks and some only charge $15 (HP)
What make/model is it? Full model number is on sticker underside

he says it has a recovery disk but he couldnt access it. :(

This is a manual from hp covering that model line, has info on recovery to factory image (Using the HP Recovery partition (select products only) )http://h10032.www1.hp.com/ctg/Manual/c04644008 Notice it says select models only, so if that one does not have that partition, you can only buy the disks from hp to restore.
Funny thing is i read on their site they said if that there is no recovery partition , they would have it supplied on disks with the laptop.
● If your computer does not allow the creation of HP Recovery media or if the HP Recovery media does not
work, you can obtain recovery media for your system from Hp support. ($15) Your lucky hp does not want an arm and a leg

ive run into the same issues, i have 2 hp laptops and if u run the recovery media more then once it will say it cannot create.. but for me i just clean install. however certain drivers like lan/wifi are only initially provided with the oem stuff soo alot of times u gotta manually install from another pc via usb ect..
