Cpu reaching 99 celcius

Ok so I was playing battlefield 4 on my PC when all of a sudden my whole computer crashed, so I opened up the computer and figured the cpu cooler could do with a cleaning. So I took it outside and cleaned it with and air duster and then put it back on. When I started up the pc it was running extremely slow and crashed. So I turned it on again and this time it managed to stay on long enough for me to open core temp and see that each core was idling at 99 celcius.

When I took off the cooler, I noticed that the thermal paste was quite dried out (can't remember last time I put new paste on), so I'm gonna buy some more, I just wanted advice on if someone thinks this is the problem. I just didn't figure that having dried out thermal paste would make that much of a difference on the heat.
