8320E isn't really a very good gaming processor. It will limit the R9 390. FX-8370 would be much better.
Although admittedly if its not out of your budget a intel 6600K would be even better.

Also consider an intel 535 SSD. They're more reliable than the samsung evos, and a 240GB intel 535 is $109 ($86 in your country on outlet store) if you want to put more than just your OS on it.

the skylake is out of my budget and i was looking at full amd build didn't know they're not great for gaming im just looking for an awesome gaming machine withing the $1250 price range

no oc ability, but really you can squeeze some good stuff out of it. not quieter, like never quieter under load as the cryorig coolers and noctua coolers. ddr3 and ddr4 for gaming has almost no difference, you do not need ddr4 at all.
 
Just pointing out that Skylake is faster per clock, and you can probably get the same performance for less money. Overclocking for the sake of overclocking is a no-go with it of course, but if you're only overclocking for a little extra performance, you're quite frankly better off just buying the faster stock CPU.

I would go with a WD Blue or Seagate Barracuda over that Toshiba. I have it, but I don't recommend it. It also makes a semi-quiet clicking sound when I'm loading a game. I'm going to replace it soon. Also the failure rate is apparently quite high.
