Yes and no. Windows 7 is good for gaming but you should get 64 bit version and not 32.
With 32 bit you got problem that system can address only up to 4GB of memory that includes RAM and video memory so for modern PC and games you need 64 bit Windows 7.

This, but consider that you will not get DX12 with Win 7. Also, windows 7 should not be turned into anothe win XP. It is an outdated os. I strongly advise that you take advantage of Microsoft's offer while it still stands and upgrade to 10.
