GTX 970 SLI low FPS

I'm really hoping someone can help me before I take my PC in to Geek Squad, but I was having an issue where my games were starting to drop frames over time with one 970 and after installing a second it fixed the issue for about a week maybe less. My FPS never stays constant it can start at 60 and then it drops to like 25 sometimes less. I read on someone else's answer about this same issue about doing a deep clean of the driver and then doing a clean install. I tried that twice and that didn't work, and then my Windows died on me because of an adjustment I did in the bios to try to boost my CPU with the setting from my MOBO, I reinstalled Windows and my drivers and now Rocket League seems to have fairly stable FPS at about 36-40 but still fluctuates up to 50-60 and then drops to 25 or less. I don't know what else to do, please help.

My PC specs are:
Motherboard: Crosshair V Formula-Z
CPU: AMD FX 9590
RAM: 32GB Corsair Vengeance Pro 2400 MHz
GPU: 2x EVGA GTX 970 SSC SLI
PSU: EVGA Supernova 850 G2 gold rating

I do value my PC I just don't know much about what would affect my FPS or anything. I'll check the temp on my CPU but if it were overheating wouldn't it just crash my PC?

Makes sense, so what should I use to watch my CPU's temp and if it is high what would be the best way to fix it?

RealTemp, CPU-Z, just about anything can be used to monitor the cpu temps. Realistically how can you fix it? ditch it and buy a new CPU and motherboard. You've got a lot invested in a pc with two 970's, an AMD chip has no business being in there.

If I had the money I would. I guess if that's all it is I'll have to suck it up for now.

So I looked into my CPU temp and it hits about 38°C but doesn't move much from there. My case fans aren't at their top speed however since the controls for them burned out, is it possible that with new fans and better airflow I could help my CPU cool down.

38C isn't very hot. Must be your RAM or motherboard.

My motherboard is fairly new compared to most of my PC and I just recently got my RAM since I had a stick of RAM go bad on me. I looked in my BIOS earlier, though and it says my RAM is running at 1333MHz when it should be 2400MHz, why is that?
