My computer turns on but keypad doesn't work the mouse I can get to turn on if I have it half way plugged in screen goes to au

Hi I just had my computer mailed back to me and it turns on but keypad doesn't work screen goes into automatic savers mode and the mouse I can get to work if it is half way plugged in I've tried holding the button for ten secs and still nothing.
 
Solution
1: set num lock to turn on in the bios
2: use a different mouse or usb port, one of the two is flaky (I suspect its the usb port)
3: I don't know what you mean, is this a laptop? If so then you need to remove all power (Charger and battery) then hold the button in for a full minute but this wont fix the two problems you have above.
