My new build won't turn on please help

So I was building my first new build and everything was going fine. I was in the process adding the OS, Windows 10, and thats when things started going bad. White smoke started coming out of the pc, and I turned it off by flicking the switch for the outlet extension. I'm not sure whether this caused a power surge and fried the motherboard or psu. The source of the white smoke was the cable for the vcc,usb - and +, and gno and another for the audio being burned by the graphics card. The both of the cables have copper sticking out. My pc won't turn on, but a fan I bought for the cpu a cooler master geminii will spin for half a second and then stops. I have done the paperclip test on my psu and it worked until i flicked the off switch and then tried to turn it on with the paperclip still inside. My motherboard is a gigabyte ga z170xp that is supposed to have an orange light when the pc is on, but it doesn't even light up.. My case is a thermaltake commander ms-i snow edition.

Please help me I'm not sure whether the motherboard or the psu is the problem.

if you shorted the case cables pull them off. turn the power supply on then short the power on pin with a screw driver or a jumper. also if the power supply is working the power good led on the mb should be on it it not. i wold start rama on the mb and power supply. (ps tell the vendor it was doa....magic smoke not covered under warranty). most times.
with the magic smoke leaking out of the pc. start with taking the mb out of the case. use one ram stick and not video card or any other card in the mb. use the power supply see if it comes on after you cleared the cmos. if not try a test unit. before you power on the mb take each part that you can and smell them and use a flashlight look for broken and or melted parts and spots. for safty you should rma all the parts you dont known what been killed or zapped from the dead short. when you rebuild make sure the cable are on the right pins and there no cables cut or caught in the fans to short out.

While checking i could not find any melted parts on my mb the only burned part was the cable.

So I took out everything and left my motherboard bare except for the 24 pin cable connecting the psu to the motherboard as well as the 8 pin cable connecting the psu to the motherboard. When i turned the psu switch to the on position the motherboard would not turn on.

Thanks, the power supply and motherboard won't turn on so i guess i will rma with the above instructions.
