Running Skyrim ENB

I am having a little problem when it comes to running ENBs on my system. I highly doubt it is my system itself. I have tried several guides and followed creator's instructions.

System Specs
-i7 6700k 8M Skylake Quad-Core 4.0 GHZ
-GTX 970 4G
-G. SKILL Ripjaws V Series 16GB
-Microsoft Windows 10 Home-64 Bit

I am wondering if there is anyway I can test to see if a particular ENB will boot up on my system. During the guides I would load Skyrim up during and right before I installed the ENB and the game would load up just fine. As soon as I would install the ENB onto my system Skyrim would no longer work. I could not even get to the Bethesda logo. This is killing me that I cannot run an ENB on my system. I have used both LOOT and TES5Edit to clean and make sure mods are in working order. I also can not seem to find forums or anything to help me fix this issue. I read through many and I am lost in what to do next. Thank you for your time you put into helping me. If you need more information just let me know. I also completely uninstalled everything I had for Skyrim so I now have a clean slate. I still want to run an ENB.

-MSI GTX 970 4GB
-Corsair Vengeance DDR3 1600Mhz 2x4GB Dual Channel 8GB kit
-EVGA G2 Supernova 550w Gold Modular PSU
-Samsung EVO 850 250GB SSD (OS and a few main played games)
-1TB Western Digital Caviar Hard Disk Drive (Least played games, music and junk)
-Windows 7 Home Premium OEM
-1920x1080 LG monitor

Truthfully I stay away from ENB as my opinion is that they are not worth it.
The only mods I uses is are:
-aMidianBorn Book of Silence 4K textures
-Realistic Lighting
-WATER
-Static Mesh Improvement
-Better Embers
After all of this My GPU is still totally fine sitting back and with only 1.2GB Vram usage, the realistic lighting makes the biggest difference.
