60k might be 920 dollars, but it doesn't mean the prices are the same there just with different currency. Pretty sure 60k inr equals a 700-750 dollar build in the US. Maybe 800 tops.

Best build for this budget is,

I managed to put in a GTX 970 into the setup, which is better than the GTX 960 you asked for. And also, an SSD.
Total: Rs. 62,376.

That is true, Alan Caldwell's build is a better build in terms of processing power, but the AMD FX 8320E and other parts do not bottleneck the GTX 970. In terms of gaming performance, a better balance is achieved in this build, so this build should give better FPS. The compensation is worth it, a perfect balance.

The FX 8320E isn't good for gaming. SSD's give better boot up times, nothing in gaming perspective.

the FX-8320E does bottleneck a GTX 970 quite a bit actually. I own an FX-8320E system, and it definitely shouldn't really be paired with a GPU as strong as the R9 390/GTX 970.

That too a FX 8320E, even a FX 8320 isn't good.

Alexis Vance's build is better. However, swap the FX-8320E for an FX-8320 as the AMD FX-8320 is more powerful and it will NOT bottleneck the GTX 970. That said, if your budget allows it, go for an FX-8350 but if you can't then the 8320 will be enough. So go with Alexis Vance's build.

The FX-8320E is a lower power version of FX-8320 and it has a lesser base clock. So obviously the FX-8320's performance will be better and I once again assure you it will not bottleneck the 970. The 970 right now is the best bang-for-your-buck GPU. The Pascals will come out soon, but there's nothing wrong with going for the GTX 970 now as it's still a very capable GPU.
