I'd expect the HD 6990 to have a slight advantage, but as it's a dual-GPU card, you're far more likely to encounter issues associated with Crossfire.
The HD 6990 is one piece of hardware but games and other software will see it as two seperate GPUs; i.e. Crossfire.

HD 6990 performs better, but unfortunately AMD isn't supporting the hd 6990 or anything which is pre hd77xx anymore. So you wont get new drivers for the hd 6990
On the other hand the gtx 770 is still being supported by Nvidia, so currently its better and more consistent.
