Computer not getting hotter during stress test after overclock

MB - Asrock 970 extreme 4
cpu - 4.5 FX-8320
gpu - R9 270X DDR5
cooling - Nepton 240M
PSU - 650w
Windows 10

I put my cpu up to 4.5 with 1.45v and when running prime95 with HWmonitor open it says that all the cores are at 100% with the temperature 20-25 or less. Is the stress test not working properly or?

I put my BIOS settings back to normal and put amd overdrive on, I put the same settings into overdrive as I had in bios and it said something like Windows had an error we will restart for you, after that it just kept giving me the same error every restart so I tried pressing reset cmos on my computer and it finally booted to Windows again, back to 3.5.
When I turn my computer on now it never turns on the first time, as in it turns on but screen mouse and keyboard never light up, then I shut it down and turn it on again and it works.
Now no matter what settings I change in bios or amd overload it won't change from 3.5. What's happened?
