So recently I've decided I'd like to upgrade my computer BUT I don't want to spend money in the wrong place.

Computer Specs:
CPU (Which is my processor?) : AMD FX (TM)-8350 Eight Core Processor (Which is overclocked to 4.00GHz)
GPU: AMD Radeon HD 9700 Series
Motherboard: 990FX Extreme3
SSD: 167GB
Hard Drive: 465 GB
PSU: Cougar CMX 1000W

Please help me understand what might be bottlenecking my computer, I am a complete noob at this, I literally just typed in, 'how do I find this on my computer' for everything.

I bought this custom made computer off a friend a couple of years back and it played whatever I wanted quite nicely back then.

But perhaps I'm just a 1920x1280 at 60fps fruitloop and want everything near perfect :p

But pretty please help me.

Solution
New GPU mate simple as.
Gtx 970 or a r9 390 at a minimum (assuming your current GPU is a HD 7900 series, no such thing as a 9700 series)

You may be better waiting 2-3 months for the new nvidia pascal gpu's to drop.

Holy wow that was quick, thank you guys. :) Yeah I think ill save up and wait for now.

But could you guys explain why my graphics card is in need of an upgrade? like is it the lack of integrated Gb? or just something to do with the model?

That model doesn't exist! Use speccy to check which graphics card you have and reply ;)

AHA so I've done some digging and found what my GPU is:
HD 7970 Sapphire 3G D5 Boost Edition

My friend says I need a new cpu but I though 4.00GHz was enough?

Hard to recommend a GPU upgrade from a 7970 at the minute , $320+ for an extra 25% performance isn't great value for money
The 7970 is still a good card up to high settings.
Wait it out for the new cards to hit the market is my advice.
Your PSU doesn't concern me at all, mediocre quality or not its a REAL 1000W model & with a single GPU its under no stress at all.

You'd benefit from overclocking that CPU (4ghz is stock speed BTW) but the extreme 3 isn't really capable , its at its limit with an 8350 now.

What I will say is dropping in bios & completely disabling turbo core option will benefit you instantly in 99% of games.
Turbo is a useless feature with multi-threaded apps & actually degrades performance the majority of the time.

Edit - just noticed that's a 990 extreme 3 , that'll do a bit of overclocking if you have an aftermarket cooler.

I disabled the turbo and it seems to be running fine still so that's good.

So I've been looking at the MSI Radeon R9 390 Gaming 8GB, it just dropped by $30 dollars or so over the past month.

A friend of mine got the R9 390x but that costs an extra $80 and I don't see much of a difference in specs between the two.

Question 1: Is there a difference between the R9 390x and the R9 390?
Question 2: Is the R9 390 going to be a big increase in my performance towards gaming (compared to what I already have)?
