Windows 10 won't use all 16 gigs, only says 7.96 are usable

I just got my Build put together. Everything I purchased was brand new.

When I installed my Windows 10, everything was going great. Everything was running as it should. Then I checked the Ram I have 16 gigs. It recognized that I only had 16 gigs but says only 7.96 are usable.

I then went in and checked the BIOS and it says all 16 gigs are installed.

I reseatted them as well. No change.

I even made sure that the check box for a maximum amount of RAM is unchecked.

Is there anything else I can try to get this resolved please?

Let's start with the DRAM all over again, take the DRAM out, clear the CMOS, then install in slot 1-3 or 2-4 from CPU boot and see if all 16GB are available. If so, then try setting the DRAM to 2133, and raise the CPU/NB voltage to 1.2 then boot again and see if all available - let us know what happens and we'll go from there.

I haven't had the chance to do that yet. But I did take out one ram stick, and it booted fine. I shut it down and switched the ram sticks out. This time my monitor wouldn't display it and said that there was no signal. I shut down and stuck the other stick in and it booted up and my monitor came up just fine. Could this mean the one stick is faulty?

Okay, so I went out a bought new RAM. I came home and installed them and everything is working perfectly fine! One of my RAM stick must have just been faulty! Thank you for your help I really appreciate it!
