Right, I made this PC a few weeks ago and had a few minor hiccups, in that the PSU was making the crackling sound but on a huge scale, now after replacing that with a higher quality PSU and plugging it in, suddenly the crackling noise is still happening (but quieter) and is no longer coming from the PSU. It seems to be coming from the fan at the front. I tried taking the front panel off but I couldn't. So really it's two questions, How do you take a CiT spectre front panel off, and what makes fans make this noise?

Solution
Usually if you take off both side panels and inspect while looking toward the front from the inside of your chassis there are plastic clips that help lock the front panel onto the metal frame. In some cases theses clips can be steel, metal or even plastic. In other cases these can be substituted to have screws hold the front panel in place. Due diligence is utmost on your part since the chassis is devoid of any manual or pretty much any disassembly video/illustrations. If the case is held on by plastic clips then a gentle tug of the front fascia will get it off the case.

Regarding your fans, there is a high possibility that the quality of your fans aren't on par and is the cause of the noise or that there is debris or a wire brushing across your fan blades producing the noise.
