i7 6700k & GTX 970

Was wondering if these parts would run games like The Witcher 3 and Rise of the Tomb Raider at ultra, 60fps, if anyone could link me to some benchmarks that would be great.

*I plan to overclock the cpu to 4.1 - 4.2 GHz

(Also I was considering getting an i5 with GTX 980 what would be better the i7 with lower graphics card or i5 with higher graphics card, I wont be doing any heavy rendering or anything like that)

You can run those on a high quality 550 but 650 will give you a bit of room for overclocking. As far as Corsair goes, the RM650x is good quality or RM650i but that's about it for Corsair. The rest are not so good in that power range. Best quality is the EVGA 650 G2.
The i7-6700K turbos to 4.2Ghz. on its' own without overclocking. The GTX 970 can max most games at 1080P but some games that are not well optimized will need settings reduced no matter what hardware you have. An i5-6600K is plenty for gaming and a GTX 980, although pricey, would do very well with it.

Also will a corsair 650w power supply be fine for these parts

It would be extremely expensive and most games wouldn't need that much power unless its going to be run 4k and ill be running with a 1080p monitor, but i might consider it

 
Yup, the new Pascal cards most likely to be unveiled at computex will be direct replacements for the 970/980 and 980ti.
Unlike previous generations on the same node (28nm) which followed the pattern 680 = 770 = 960, pascal will be on 16nm, and will feature GDDR5 for the lower end cards, GDDR5X for the mid-high range, and HBM 2 on later ti models and the flagship titan which is rumoured to be released Q1 2017.
This is due to the fact that HBM2 mass production only started recently, and if it is released in June, it will most likely be very expensive, raising the cost of the cards. This means that we could possibly see zero HBM2 at computex given that TSMC is supplying for both Nvidia and AMD.
Either HBM city or bust.

Even though you could run it off a 550w, a 650w is what you want to go for. If you choose to upgrade in future and are jusst shy or power, that means another 90 bucks on a power supply. Go for an EVGA G2 650w or RM650 imo.
