Fan 4 degraded will not go away in HP DL380 G3

I have replaced the system board, fans, fan tray or bracket. What is weird, is it always fan 4 no matter if I have replaced all of this hardware. No other fans are having an issue. Its almost like
the error is stuck in some kind of black list database or something.

Given the age of the system from production date to today, that's a long service run. In some cases the issue has been compounded from a PSU change/swap or has given way from the age of hardware. Since when did the issue crop up?
