Video card Issue

Recently I have been playing league a lot, and I noticed really low frame rates.. kind of strange because my pc is quite decent for league. I have a amd 8350 cpu with a hyper 212 evo cooler a asus motherboard cba to get the specific name rn, amd 7870 ghz edition 2gb 8 gb of 1600 mhz ram and a 850 watt evga nova psu. My clock on my video card is low 300 at the core never changes even during the game and the memory is the same. I have tried redownloading the drivers multiple times.

Try this,
First of all you need to TOTALLY remove all the old drivers. Use this link.
http://www.wagnardmobile.com/DDU/
Note:
Select the respective company(i.e Nvidia or ATI) drivers to be uninstalled.
Use clean and restart option.
And then install the new drivers after rebooting.
