My first build is borked from water damage! Motherboard fried?

This is my current build guys. I built it nearly a year ago. I am a complete noob but somehow managed to get everything working first time. ZERO issues.

I went on holiday and a repeat water leak in this old building I live in caused severe damage to my PC! It never leaked in this section of the flat but on my return, I was met with this nightmare. I was beyond upset I can tell you. Very hurt... So hurt that it has taken me more than a month to get the courage to make a start, amongst other reasons. Now pain has turned into anger. I reported this leak every year that it happens and landlords haven't done anything about it.

My questions are the following:

1. Should I do anything to repair or replace faulty parts, BEFORE making a claim for reimbursements by landlord? I have taken pictures of everything. Do I have grounds to make a claim? I know this is really not the nature of this forum and is outside its scope but any pointers or past experience would be much appreciated.

2. The power button starts the machine but nothing shows on the display. Makes no sounds. On further inspection, my CPU closed cooler fans aren't spinning and neither is the case fan exhaust. 2 red LEDs are constant. One is for DRAM and the other is for standby power. Flat constant. There is what appears to be dried 'acid/limescale' type of matter forming around the main block of 'transistors(?)' right behind the cpu/cooling block. There is also a very thin layer of the same 'limescale' in the immediate surrounding area of the CPU bracket/clip.

Is this an obvious indication that my motherboard is fried?

3. How do I go about a process of elimination? What other parts in my build may have been borked by this water damage?

Firstly really sorry about your adventure. Your system seems well put together, what happened to you is horrible.

1. I do believe that in the UK you do have grounds to make a claim. Not sure the best way to go about it, but it looks like you have damaged contents and it's possible that the landlord even has an insurance that covers such damage. Even if not, I would expect they do have liability for the damage.
I wouldn't touch the system though before having the final outcome of my claim. The damage may need to be verified by the insurer or whoever handles your claim (perhaps even the Small Claims court?). Citizen's Advice Bureaux should be able to help or at least point you to the right direction.

Make sure you have as much documentation of the issue as possible including your reports of the leaks in the past.
Don't touch the system at all.

After claim is settled you can see what you got (if any) and what needs replacement. I'd say 2k worth of damage is a good motive to pursue this...

Thank you so much for your response and concern. I earn a minimum wage in the UK and so I saved up and borrowed money to put this machine together. It was a huge achievement for me, especially as it was my first build and I'm not that technical. You can imagine how hurt I feel.

I've just spoken to the Citizen's Advice Bureau and they've also mentioned small claims courts, pro bono solicitors, council notify etc etc. Looks like I can't get any work done, so I'm totally stuffed until I can get to the bottom of this.

I can only imagine how you feel.
By working and trying to fix the machine you damage your claim.
It's very possible that your motherboard has damaged capacitors (the small "transistors" you mention). Even if repairable you'd need to RMA it.

I would expect that if you investigate your options you should be able to get things fixed at no monetary cost. I also think you have grounds to seek compensation for the time you're left without computer (on top of the cost of fixing/replacing) and distress caused.
The fact that you're on minimum wage strengthens your case imo as you have no disposable income.
I believe you will get this solved, let us know how it goes :)

You have every reason to be proud for putting this excellent machine together btw.
