Very weird failure to POST without some tinkering, can always reproduce. Please help!

I have a GIGABYTE Z87X-UD3H motherboard and honestly, it's always been a huge pain.

I have the most ridiculous time trying to get it to boot most of the time. I have at least 24-32GB of perfectly good memory to use (2x8, and then either 2x4 or another 2x8, I can't remember). The memory is all perfectly good, and I recently bought the two 8gb modules thinking that I needed new memory.

I have two issues:

1) In most memory configurations, instead of POSTing I get a rapid beep until I shut it down. So despite having four slots, I can only ever (if I'm lucky) use 1-2 of them

2) Any time the power goes out or even if I shut down my PC as opposed to put it to sleep, I have to open it up in order to boot it again. I have to take out one of the sticks, boot it with just one in, shut it down, put the second stick in (they're in paired slots), boot it up again. It'll post and run with the full 16gb of RAM.

If I DON'T boot it up in that order with the memory, instead of POSTing it'll act as if it's going to but will instead just click once every 4-5 seconds, over and over. I have removed both hard drives and the graphic card while troubleshooting and it still makes the relatively quiet click, so it isn't any of those components.

Does anyone have any idea of what's going on here? It's driving me crazy and I'd love to be able to use all 4 slots or at the very least be able to shut it down and boot it back up again without having to physically replace the memory modules each time.

Sounds like your memory or/and its configuration might not be as "perfectly good" as you think it is.
It would help to let us know which memory you have and where. If your PC boots with one stick and posts fine then you either have defective memory slots (not impossible, but not very likely) or there's something wrong with your memory and its placement.
Have you tampered with any memory settings on the BIOS? are they correct for the memory you're using? are you mixing different frequencies in the same channel? You'll need to list the memory you're using and into which slot.

It's a matching pair of Crucial 2x8gb 12800. They're in the correct slots. Let's say my mobo has 4 slots: 4 2 3 1. The sticks are in 1 and 2. As I mentioned, I CAN boot with both sticks in. It's just that I have to put a stick in 1, boot, shut down, and then put the second stick in 2 and boot. If I try both sticks from the start, I get the clicking issue and no POST. The motherboard is clearly very picky about memory and I dont understand it.

Also, the other pair that I have for when I want to try all 4 slots (yet to be successful) is the same frequency and such as the aforementioned pair, just a different brand. These are all issues that I've had for the life of this PC (about 3 or so years now since I built it) and I'd love to build a new one but right now there doesn't seem like there's much in the way of a cost effective upgrade.

I would try to set the memory timings to 11/11/11/24 on the BIOS and see if it makes a difference.
Check if you have a BIOS update available.

If this fails my next step would be to take it to the g.skill forum and see if they have any suggestions.

Can I ask what you think changing the timing will do and why that would be causing this whole issue?

These are facets of PC hardware that really get lost on me so I'm just genuinely asking.
