Hi ive got the amd fx 6350 cpu and i noticed something.. The cpu runs at max 3.9 ghz even sometimes at turbo 4.2 ghz without anything running at the background. I checked for virus but nothing suspicious came up. My cooler is Zalman CNPS8000B.. Also for this cpu what temps are safe to reach?

As long as you don't lower maximum state it will not impact performance when needed.
svchost.exe is one of main windows processes thru which many programs run, it's unavoidable. Some times you may see several of them.
There is no time when Windows is not running anything but you can shut down or don't let programs you don't really need from starting and so lower the load on processor and save some free RAM.
