I'm looking for a sound card that works with both my PS4 and PC. My budget is 135$ and I will be using my sound card with the HyperX Cloud 2. I will be switching frequently between them.

if you want console support and virtual surround sound your options are extremely limited.

astro mixamp downmixes a surround signal into a form of virtual surround. it has limitations of course and is not perfect.

the turtle beach dss2 does this but its not very good quality.

[strike]the creative e5 is a soundcard with amplifier an virtual surround processor however i'm not sure if the virtual surround works on just pc or if it works on aux inputs as well. may or may not work. price is also way above what you want to spend. the gx is the older version of this.[/strike]

xonar u3 usb soundcard works on ps4 although i'm not sure if the virtual surround portion does or not. this might be software based instead of hardware based. i think this is...

if you want virtual surround? best options are the mixamp or dss2 although frankly both suck. either that or another console friendly soundcard that is normally paired up with console specific headsets would likely work.

E5 and G5 both need Windows for virtualization according to their manuals.
