Fans speed up/down every few seconds when opening new Chrome tabs, Google Earth, etc - why

New build, very fast, no issues. Computer runs virtually silent with many Chrome tabs, google earth, etc. However, at what seems to be a certain point, like when I open new tabs to chrome or use google earth, the fan(s) spin up then down, then up then down .. as long as I'm working. If I stop using computer it seems the fans go back to nearly silent.

When the fans spin up I see a corresponding spike in CPU utilization in the Task Manager. Now I know fans speed up when the system is under more load, but speeding up/down/up/down every second or two doesn't seem right. Any ideas?
 
Solution
Its simply keeping the system cool so that it can perform the best it can. Laptops do this alot, they sound like a fighter jet when you open Skype xD. And chrome and other Web browsers cause a spike in cpu activity. At least in my pc anyway
