GPU Fan Spinning Uncontrollably

Lately on start up my GPU spins really fast then stops then spins really fast and just repeats. I have no idea what it is, I have tried 3 PSU's now (Cooler Master). It seems to work on my brothers computer fine, possibility that the PCI-e slot is faulty? It shows no display.
GTX 460 on a Gigabyte GA-MA770-US3

You could try doing a cmos reset?
It may well be your bios playing up due to an unstable overclock, and not being able to correctly identify temperature.
Chances are if it was a pcie lane issue and the card was registering at high temps, the pc might also be trying to throttle the card indirectly, so my reccomendation is to get a GPU-Z reading and post it here.

You could try getting your brother's graphics card to see if thats having the same issue, because then you can eliminate some potential culprits.
It could also be a faulty power connector on the GPU itself, so if you connect your brothers GPU, and reset your bios and it still runs at 100%, RMA, its a GPU specific issue.
