Can RAM Bottlenck?

I have a fx-6100 processor,Nvidia GTA 960 FTW 4gb,and I have 2x4gddr3 and 2x8gddr3 ram...in total I have 4 sticks of ram and when I run the windows rating thing my score rating for gaming graphics went down from 7.9 to 7.4,can my RAM Bottlenck each other or the GPU?

Memory does have an impact on gaming performance, but most times it is pretty minimal.

Faster speed or tighter timings helps.

When running 2 sticks most boards will run T1 timing instead of T2 so this should slightly help performance.

A user on another forum(BradleyW on overclock.net) has done some testing with different memory speeds.

The WEI is not a great benchmark. I would test with your games.

The windows ratings index refreshed my gaming graphics to 7.4 when it was originally 7.9 when I installed the 16gb of ram it went down to 7.4

Not a good idea to run two different quantities or speeds of ram, even if they are the same brand.
Voltage could get messed up and could even potentially fry your mobo.
RAM can bottleneck a rig mainly based on quantity, but DDR3 should be fine in just 16gb, chances are 24gb won't make a difference either way.
Its mostly DDR2 rigs where the ram is bottlenecking.
