New PC and Monitor/"HDMI" "DVI" No input!

I recently put together my new PC and my monitor is very recent. I have tried plugging my HDMI cable directly into the graphics card and into my Monitor and tried DVI directly into my motherboard yet I still get no signal. When I power on the PC it lasts about 1 minute then restarts for some reason and during this the graphics cards fans turn off and on. I've heard removing the CMOS battery, changing RAM chips positioning etc which I will attempt tonight but if anyone else has had this problem and knows how to solve it, would be much appreciated. It worked directly out of the graphics card when I had the first few parts in the computer and it managed to reach the OS but now I've installed my LED's, CPU cooler and wireless network card it hasn't worked. I've tried removing these to see if the power supply isnt strong enough and that didn't work, I've seen many other people with the same issue but mine also has a secondary problem. My USB slots did work before when the OS was working but now none of my USB ports will work. When I connect my mouse for example the red light under the mouse will simply flash quickly and then turn off. I'm starting to think my motherboard may be faulty or I forgot to plug in a cable but if I forgot to plug in a cable I don't think the mouse would flash at all.
