New CPU or GPU?

I am planning to upgrade my PC. I currently have:
HD 6790 1GB GPU
8GB DDR3 RAM
AMD FX-4100 Quad-Core 3.60GHz CPU
So what should I buy first? A new GPU or a new CPU?
I actually play Dark Souls 3 and I have about 20-30 FPS on medium-high settings, so I'm not really sure if that's my processor or videocard fault.

Solution
Actually it won't improve your performance that much. They are the same pretty much, with the advantage of more cores in the 8000 series. Your graphics card is very old, that's where I would start. Do you mind telling us your power supply specs? We need the full name, model #, because the amount of Watt is irrelevant. :)

I'm thinking of and AMD FX-8300. Will that improve my performance at least? Cause it seems like I can't buy both the GPU and the CPU now.

The budget is about $200
I have Velton ATX-450W. I don't think you can find this one cause it's a russian power supply. Seems like I have to change this one too. lol

what about the CPU then? it should be upgraded too, right?? I noticed that it works on 80-90% in new games.
is FX-6300 a good choice?
