Noctua NH-D15 requires 165mm of clearance which is exactly what the Arc Mini r2 can support, so I wouldn't go with it to be honest.
To be safe I would go with NH-D14 rather, it's about 5mm smaller in size and has like 2-4C difference, but which CPU do you have so I can tell you is Noctua really necessary?

Yes it will fit, you put the fans on top of the case, it can fit 2x120 or 140mm fans.
