so first off , im running my pc on 1366x768 resolution and i want to play games like Nba2k16 or GTA 5 in high settings . ( medium setings is okay too ) and at least i have stable fps to play properly ( no lagging ) .

here's my old pc specs :
Intel Core2duo e7500 @2.93 GHz
Asus P5G41T-M LX
4 Gb Ram
Nvidia GeForce GT220

should i keep my old pc and change some parts like the Proccessor or the graphic cards ?
if yes please give me suggestion on what should i change .
or do i need to buy a completely new pc ? i have 600-700$ budget .

You didn't write what power supply you have, so please write that.
You are going to need a new PC, because you can't put newer cpu and gpu on that motherboard so...

You will be able to play Nba2k16 or GTA 5 in ultra-max settings with maybe texture details only on medium ;)

In case you don't need new SSD/HDD or PSU let me know so I can change some part with something better maybe

This would be a huuuge upgrade considering your current pc hardware
