Driver Crashing on Dell Optiplex 780 with AMD Radeon HD 7770

I have a Dell Optiplex 780 MT with an AMD Radeon HD 7770 (Using riser, gpu doesn't fit the case normally).

The temps seem fine in MSI Afterburner, mostly around 28 Celsius idle, goes up to 40 Celsius when under load, however my computer isn't even loading thing such as Google Chrome, video games, video games in google chrome, correctly anymore. Soon after launching any of the following, my computer will freeze, then black screen. The computer then either makes the cpu fans rapidly change, or the computer returns to the program with the error message "AMD drivers have stopped responding and have recovered" then the computer doesn't crash for the rest of the time until I turn it off. Note that I have also reinstalled Windows 7 over again, yet I still get the same problem.

Any help would be appreciated, I will answer any questions you guys have. Thanks in advance.

Sorry, forgot to put in that my first psu was a thermal take tr2 600w, I thought at first my issue was the psu, but then replaced it with the evga 600w 80plus. The problems still remain.
