with 60fps. whats the cheapest solution without overkil.

I'd be checking your framerates to see what you're hitting. You should be hitting 60 in some games. Enabling VSync in the game can help with some flickering. I'd be leaning towards a second 960 for SLI for now. It'll be cheaper and give better performance than a single 970.

I guess it depends on what you are running and your budget.

Nvidia cards tends to produce more FPS with less frame time variance at lower resolutions. While AMD cards like the 512bit 390 and 390x have the extra bandwidth and memory to do significantly better at higher resolutions.

I would lean towards a 980Ti if I were going for a single GPU solution right now and I wanted it to last several years. However, we aren't terribly far from a process shrink and new architecture from both AMD and Nvidia. So depending on what you have now it might be a good time to wait.

Well I have seen one benchmark where even a 980Ti dipped under 60fps at 1080p in one game, wish I could remember the game. Ok that's a one off (I think) but it does ask do you really want max settings in all games with no dips under 60fps? If you drop a handful of settings in the most demanding games a 970 or 390 will work very well but if it absolutely has to be max settings in all games then you may want to look higher

NVidia 970 or AMD 390. The NVidia is a bit cheaper, the AMD tad faster. Both will handle 1080p fine.

Things to note are that NVidia supports PhysX if that matters. AMD freesync is more popular with more cost effective matching monitors. Personally I'd probably lean towards the AMD with a Freesync monitor. I'd put my money on a freesync monitor hoping that future AMD video cards are just as good as NVidia Pascal at a better value.
