The SATA 2 connection would certainly bottleneck the 850 EVO. Even lower performance SSDs have their performance affected (although it's still miles better than a HDD).

As for the quality of the adapter, I wouldn't know. Since its functionality is pretty simple I wouldn't be worried by the manufacturer as long as it's not off-brand.

Solution
SSD's shine in random access, not just throughput. How often are you queuing up 500 MB of sequential data? Hardly ever. The SATA 2 interface is going to work perfectly fine, and has been pointed out, will still show most of the benefit of moving from a spinning platter hard drive to an SSD.
